Answer:
It really depends. If you know the kind of paint (latex/oil base) that is was painted with previously then you could paint over it with the same kind as long as your light colour is going over another light colour. Using a primer is your best bet when you don't know what kind of paint was used beforehand, or if the existing walls are darker using a primer will help you cover it in less coats. Whatever you do make sure to scrub those walls down with TSP (trisodiumphosphate) (wear gloves) before you do any painting.
